What has changed?

Bumps the version of dev.weavejester/cljfmt from 0.16.0 to 0.16.4 to incorporate the latest improvements and fixes.

Thanks! The error in the build pipeline is intermittent. Sometimes the workflow continues before cljslib is built... I have absolutely no idea why it started happening. You can start the workflow from failed a few times. If that doesn't work we need to fix the root cause quickly. (We need to fix it regardless, but at the hurry is different, lol.)
